He was born in Jarrow in 1911, son of John Thomas Swinney and Mary Swinney (nee Cummings) of Jarrow. He is remembered on the Portsmouth Naval Memorial and is commemorated on the WW2 Roll of Honour Plaque in the entrance of Jarrow Town Hall.
